GREENSBORO -- City council members adopted a budget at Tuesday night's meeting by an 8-1 vote.
The $449 million plan increases spending by just 1 percent over last year without raising taxes.
The spending plan does increase water rates by 3 percent. For residential users, that should average to about an extra $1 a month.
